Job overview

At Herefordshire and Worcestershire Integrated Care Board, we are looking for an experienced patient safety clinician to work collaboratively in Quality Team to inform and drive improvement in the quality of care across the system. We are looking for a candidate able to offer expert advice to patient safety work and someone who is able to oversee and support work in line with the National Patient Safety Strategy.

Main duties of the job

Reporting to the Head of Patient Safety, the postholder will support the Head of Patient Safety and team with the oversight of development, implementation, and management of quality assurance, safety and improvement across the system. This role includes management of emerging risks and co-ordinating responses to patient safety incidents. You will have a proven track record of consistently achieving high standards and delivering on objectives.

Detailed job description and main responsibilities

·         Development and co-ordination of an ICB Quality Assurance and Improvement Framework.

·         Line management of team members within the patient safety and improvement team.

·         Co-ordination of provider organisation’s programme of quality themed visits, in order to develop insight and inform improvement in the standard of clinical care delivery within contracted and commissioned services.

·         Contribute to the implementation of the NHS Patient Safety Strategy across the ICB through supporting with any related implementation workstreams

·         Ensure timely and accurate information analysis and reporting to management on agreed areas of work.

·         Lead patient safety insight and improvement workstreams through the development of systems to facilitate the management and analysis of data relating to patient safety insight that incorporates all sources of patient safety intelligence. Provide analysis reports as required.

·         Management of emerging risks including escalating these where appropriate and ensuring input on the risk register as required.  

·         Co-ordinating and facilitating responses to patient safety incidents including coordination of meetings and recording/monitoring of action notes.

·         Supporting the team to ensure the organisation is up to date with current patient safety policy, NHS contract patient safety requirements, and regulatory patient safety requirements and engages with the regional/national team to understand national guidance and to advise on the best implementation approach.

·         Aid in the provision of proactive strategic input to Programme Boards and Committees and other meetings where appropriate.

·         To provide senior representation and expert advice on behalf of the ICB at Multi-Agency meetings/ Forums as required. 

·         To produce and present high quality, accurate reports to boards, committee’s and Governing Body meetings of the ICB as required, ensuring accuracy and attention to detail. Deliver formal presentations as requested. 

·         Monitor and review the progress of providers in delivering against quality improvement action plans to demonstrate that change has been successfully implemented and feedback to the team 

·         Support with monitoring and progress against quality standards and metrics within provider contracts. Appropriately escalate deviation from expected standards to the appropriate Lead

·         Lead the coordination of multi-agency forums for the purpose of enabling quality improvement.

·         Support the wider Quality Team in providing professional and clinical advice and guidance to ICB teams, to ensure quality insight and improvement methodology is central to the development of care pathways, service redesign and transformation.

·         Active engagement with provider organisations and provision of advice and support, commensurate with role.

·         Represent the wider Quality Team as required.

 

Person specification

Qualifications

Essential criteria
  • Registered Nurse/Allied Health Professional
  • Further training in specialist area or significant experience to post graduate level.

Experience

Essential criteria
  • Significant knowledge and experience in use of patient safety/local incident management systems
  • Experience of/involvement in quality/clinical reviews or learning events
Desirable criteria
  • Experience of reviewing / analysing patient safety/quality data from a variety of sources

Skills

Essential criteria
  • Significant knowledge of NHS Patient Safety Strategy/PSIRF/LFPSE
  • Ability to influence and negotiate at an appropriate level to role both verbally and in writing with both internal and external stakeholders.
  • Ability to assimilate information and to support with the development of clear and fluent reports on a wide range of subjects.
