Clinical Quality and Safety Lead - Public Health and Prevention

This is an exciting secondment opportunity within the North East and North Cumbria (NENC) Integrated Care Board (ICB) for a Band 7, Clinical Quality and Safety Lead within the NENC Local Maternity and Neonatal System (LMNS) Programme Management Office. The role will provide specific Public Health clinical support to the LMNS Public Health and Prevention work programme.

The successful candidate will live by our Values and Behaviours and help to achieve the ambitions and key priorities of the ICB. You will also contribute to shaping the future across newly formed teams.

The nature of the role demands a significant degree of autonomy, the ability to manage and respond to day-to-day challenges as well as a high degree of intellectual flexibility. You will have excellent communication and engagement skills and meet the essential criteria outlined within the Job Description.

Please note, due to available funding this role is fixed term until the 31st March 2025

Prif ddyletswyddau'r swydd

Support the LMNS Head of Public Health and Prevention in the delivery of the Public Health and Prevention Programme.

The post holder will predominately work directly with the NENC maternity & neonatal units using excellent communication and negotiation skills to build up relationships with the Local Authority, health services and the Voluntary, Charitable sector, to progress implementation of the perinatal public health & prevention agenda. 

In addition to this, the practitioner will be required to overcome local barriers to implementation of NENC wide pathways, guidance and tools which may include overcoming data collection issues, arranging appropriate local level training, developing local policies/systems, identifying local needs, forming working relationships with supporting agencies, identify areas of good practice that could be replicated in other units and completing quality inspections/assurance reports (list not exhaustive). There is also the opportunity to identify and develop further public health initiatives.

Our Integrated Care Board (ICB) is the largest in the country. 

The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.

With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community- based area providers.

The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Please note: the LMNS PMO Team cover the North East and North Cumbria area therefore the office base will be agreed with the successful candidate from the following ICB office locations:

·       North Ormesby Health Village – Middlesbrough

·       Pemberton House – Sunderland

·       Stella House – Newcastle

      Park House - Carlisle

  • Degree level qualification or equivalent experience
  • Master's level qualification or equivalent experience
  • Health care experience is essential with a demonstrable track record of success in NHS organisation.
  • A proven track record of implementing and overseeing improvements in performance and standards of care and delivering change within an organisation.
  • A proven track record of transformation, planning and delivery across a range of, areas and services with specific insight into commissioning
  • Experience in the management of multi-project programmes of work.
  • A wide range of improvement tools and approaches.
  • Experience of effective partnership and working with internal and external stakeholders at a senior level.
  • Experience in developing programme or project plans across multiple partners and stakeholders, achieving consensus and managing successful delivery.
  • Experience in performance management approaches including analysis of data and performance reporting.
  • Knowledge and experience of staff line management.
  • Knowledge and experience of working within financial budgets.
  • Experience of managing relationships with stakeholders.
  • Clinical Registration – Nursing, Midwifery or Public Health
  • Programme management skills and experience.
