The Deputy to the Divisional Director of Nursing MRC (DDON) is a key member of the Divisional Nursing Team who acts as a role model for outstanding clinical leadership and management of Nurses, Midwives and AHPs. The post-holder plays a vital role in supporting the DDON in developing and implementing the Divisional strategy in line with the Trust’s vision, values and strategic goals. This person will deputise for the Director of Nursing in her absence and lead several key workstreams of their behalf.

The Deputy to the Director of Nursing will be required to work collaboratively and develop effective communication with a range of colleagues both in the Division and throughout the Trust.

• Strategic development: support the DDON in the development of the strategic direction for the Division, deputising for the DDON as required.
• Operational Performance: work with the Divisional Senior Nurses to support, lead, influence and guide the development and delivery of excellent nursing care and in the delivery of the Division’s Business Plan.
• Workforce planning and resourcing: support the DDON in ensuring that the Division has the right nursing and AHP staff in the right place at the right time, working in partnership across the Trust and participating in Trust-wide groups as appropriate.
• Clinical governance: promote the delivery of safe, effective and high-quality patient care by nursing staff and set high standards in line with regulatory and commissioner requirements alongside Trust and Divisional strategic objectives.
• Clinical and Professional leadership: act as a visible role model for outstanding professional leadership to Nurses, Midwives and AHP’s in the Division and work alongside the DDON in ensuring that they make the fullest contribution to the development and delivery of the Division’s strategic goals.
• Trust-wide developments: support the DDON in developing, implementing and responding to Trust-wide policies, strategies and developments and service transformation.

As with all clinical divisions in the Trust, we are responsible for the day-to-day management and delivery of services within our area in line with Trust strategies, policies, and procedures.  

The Division contains three clinical directorates led by Clinical Directors and supported by the Divisional Executive Team, Operational Service Managers, Matrons and other relevant experts.  The Division has approximately 3,350 employees based at JR, Churchill, the NOC, and Banbury sites.

2. Key Areas of Responsibility
2.1 Clinical and Professional Leadership and Management
• Assist the DDoN in fostering a culture that encourages staff to be innovative, creative and challenging in the interests of delivering high quality patient care, effective performance and professional practice; in which staff feel confident to speak out and to listen to each other and where feedback is regularly given.
• Provide professional leadership and a highly visible and authoritative presence to support staff in advancing professional and clinical practice through the use of audit, research and evidence-based practice, using influence to ensure compliance with Trust policies and procedures.
• Facilitate and lead audit activities, ensuring robust quality monitoring systems to provide assurance of effective and safe care delivery.
• Act as a role model for all clinical practitioners within the Division.
• Ensure that Nurses, Midwives and AHPs comply with the Trust’s standards for behaviour and attitude, and address any deficiencies.
• Provide expert advice to Nursing staff and other professionals, ensuring compliance with NMC regulation and the professional code of conduct.
• Deputise for the DDON as appropriate, including the line management of staff in his/her absence.
• Support the maintenance of a positive learning culture within the Division, ensuring an effective individual performance management system is in place and that all Nursing, Midwifery and AHP staff have annual reviews/personal development plans.
• Provide advice and encouragement to staff at all levels on professional education and development, careers, coaching, mentoring and succession planning.
• Work at least one day or night shift per month providing direct care within a clinical area.
• Participate in the Divisional on-call rota as required.

2.2 Strategy and Policy
• Support the DDON in the development and delivery of the Divisional Business Plan, Strategy and risk register.
• Develop nursing practice and services in line with the Trust’s strategic objectives, national guidance and local service development plans.
• Implement relevant regulations and guidance and all quality improvement measures relating to the specific services within the Division.
• Make a corporate contribution to Nursing, Midwifery and AHP clinical practice development and strategic decision making within the Division and as a member of the wider Trust senior nursing team.
• Participate in and lead performance review programmes throughout clinical areas, ensuring care is delivered by appropriately skilled and competent staff.
• Contribute to research and development activity within and external to Division.
• In partnership with the multi-disciplinary team, contribute to the development of policies, protocols and pathways based on best practice and informed by serious case reviews, audits, legislation and national guidance to assure seamless patient care, developing systems to embed and evaluate changes to practice.
• Work with Trust and Divisional safeguarding leads to make judgements on complex situations and sensitive information relating to adult safeguarding, including the identification and assessment of risk and compliance with local and national legislation and guidance including CQC essential standards.

• Responsible for the development and implementation of improvement projects on inclusion and vulnerability, in line with Trust and Divisional Equality, Diversity and Inclusion policies, working with stakeholders to deliver better outcomes for vulnerable people including those with a learning disability and mental health issues, developing robust policies, guidelines and standards to underpin their care.

2.3 Operational Performance, Clinical Governance, Quality and Safety
• Assist the DDON in operational planning, compliance with targets and performance standards, the evaluation of service performance, and assurance of future delivery.
• Support the senior Divisional and Directorate teams in integrating the work of the medical, nursing, administrative and other professional/clinical staff and aligning these around the delivery of effective and efficient services that ensure patients are effectively managed through their pathway within waiting time requirements.
• Contribute to the development and delivery of Cost Improvement Programmes, assessing plans for their impact on quality.
• Assist the DDON in implementing the Trust’s clinical governance agenda, ensuring that the Division is compliant with CQC and other regulatory standards.
• Support the DDON in setting and monitoring Divisional standards of care quality and patient safety within Trust guidelines.
• Provide a strategic approach to the development and improvement of clinical care and quality and act as a professional resource to other members of the Divisional team in developing and evaluating improvements, making recommendations for change and helping to develop diagnostic tools to assist implementation.
• Participate in quality, safety and risk management projects across the Division, encouraging active staff engagement and supporting them professionally and personally to deliver the best possible care to patients.
• Ensure the highest standards of infection prevention and control practice at all times.


2.4 Patient Experience and Inclusion
• Under the supervision of the DDON, play a key role in leading the Division’s patient experience strategy, plan and associated improvement agenda.
• Use influence to ensure all service developments are informed by user views.
• Support the DDON in the prompt and robust investigation and resolution of complaints, helping to create an environment where staff pro-actively learn from adverse events; review critical incidents and respond to lapses in care pro-actively.
• Provide advice, support and supervision on the inclusion, care and management of vulnerable people as stipulated in legislation and national, regional and local guidance particularly for those with a learning disability or mental health issues.
• Support patients’ families and carers as required during the patient journey.
• Ensure that clinical services are personal, fair and diverse. Advance equality of opportunity and treatment for all patients, particularly vulnerable people.


2.5 Workforce
• Under the guidance of the DDON, play a key role in Divisional workforce planning as part of an integrated multi-disciplinary approach linking activity, staffing and budgets, in line with the Trust’s strategic workforce planning model. Ensure that plans include education and development, clinical leadership and supervision, induction, mentoring, appraisal, career development and recruitment and retention.
• Provide assurance on safe staffing levels, taking the lead on behalf of the DDON in complying with all national and local requirements, guidance and policies and monitoring staffing on a daily basis.
• Support the DDON in developing a Divisional training and education plan, ensuring that appropriate revalidation processes are in place and working with stakeholders to ensure that courses meet the needs of the Division for a flexible workforce.
• Assist in leading role and skill mix reviews, conducting QIAs and implementing new roles or changes to establishment within safe staffing requirements.
• Implement and utilise acuity and dependency data to inform safe staffing, service delivery and development.
• Work with temporary staffing providers to develop a flexible temporary workforce that meets Divisional needs, assisting the DDON in monitoring bank/agency usage, aiming to minimise the requirement for temporary staff by stabilising the workforce.
• Utilise the e-rostering system to manage/support the workforce.
• Support ward leaders with all element of staff management.
• Ensure timely and appropriate recruitment and induction takes place.


2.6 Communication and Information Management
• Influence and support others to have open and transparent communication channels to enable the ward team to provide excellent, patient-centred care.
• Establish effective, professional, multi-disciplinary relationships both within the Trust and externally. Contribute to the development of the nursing profession through pro-active involvement in local, regional and national professional, clinical and academic networks, representing the Trust when required.
• Foster a high level of morale, motivation and commitment by ensuring that views and decisions are communicated throughout the organisation and externally.
• Develop support mechanisms and evaluate methods for sharing good practice.
• Lead on innovations in Nursing, Midwifery and AHP education and development.
• Chair and lead Divisional groups, representing the DDON at Trust committees and groups as required.
• Encourage the use of mechanisms which enable all staff feel that their voice is listened to by the Division and Trust management; that they know how to raise concerns and bring about improvements, and feel empowered to do so.
