NHS Norfolk and Waveney Integrated Care Board (ICB) plans and buys healthcare services for our local population. We are accountable for the performance and finances of the NHS across Norfolk and Waveney – a total budget of £2 billion a year. Known as NHS Norfolk and Waveney, the organisation works with local people, health and care professionals, and partner organisations to improve the health and wellbeing of our population.

The organisation is part of the Norfolk and Waveney Integrated Care System. A system dedicated to working with partners in local government, the voluntary sector and others and helping the NHS to support broader social and economic development and to tackle inequalities in health outcomes.

Our main offices are based at 8th Floor of Norfolk County Hall, Martineau Lane, Norwich, NR1 2UE however we have a local office for the East of the region based in Beccles and another in the West of the region based in King’s Lynn, therefore travel across the Norfolk and Waveney footprint as well as out of county is required according to where our stakeholders are situated.

This is a new and exciting role for a skilled safeguarding professional with significant leadership and development experience and a track record of effective partnership working. Reporting to the Director for Children, Young People, Maternity and Safeguarding and with accountability to the Executive Director of Nursing, the you will be responsible for the strategic leadership and development of the ICB safeguarding teams, including the Child Death Review Team, Designated Lead Professionals for Adult, Children, Looked After Children and Transitional Safeguarding. You will be responsible for developing and managing functions and structures to deliver the ICB statutory safeguarding duties as outlined in Safeguarding Accountability and Assurance Framework (July 2022). You will be required to work closely with safeguarding leads and system partners across Norfolk and Suffolk and will be expected to represent the ICB and health partners at both a regional and national level. You will be responsible for leading a service which is outcomes focussed and champions multidisciplinary and multiagency working to: 

·         promote well-being and prevent maltreatment, abuse, and neglect from happening in the first place.

·         Ensure the safety and wellbeing of anyone who has been subject to abuse or neglect.

·         Take action against those responsible for abuse or neglect. 

Learn lessons and make changes that could prevent similar abuse or neglect happening to other people.

·         Produce accurate, timely and comprehensive reports to provide assurance to the ICB Boards and committees.

·         To develop supervision arrangements

·         To develop policy and process to ensure safeguarding is embedded within the work of the ICS.

·         Lead the performance monitoring of providers against agreed standards of safeguarding, quality of training, processes for escalating incidents through the appropriate routes and subsequent action plans in relation to managing patient’s safety.

·         Undertake and support clinical investigations around safeguarding incidents, provide support and guidance on mental capacity assessment DoLS and best interest decision making for patients where necessary.

·         Understand mental capacity and its legislation to utilise a clear process of inclusion in establishing an individual’s specific wishes or where this isn’t possible to use a process of best interest decision making to ensure best outcomes for individuals.

·         Leadership and development of the safeguarding team

Health and care services in Norfolk and Waveney are working closely together to further improve services and provide more joined-up care for local people. In Norfolk and Waveney, we have already achieved a lot by working in partnership to improve health and care outcomes. These changes have been made possible by different organisations – NHS hospitals, GPs, mental health and community health services, local councils, care homes and social workers, voluntary and community organisations and others – joining forces to agree and plan for local people’s needs.

Norfolk and Waveney Integrated Care System (ICS) includes a statutory Integrated Care Partnership (ICP), and an Integrated Care Board (ICB) called NHS Norfolk and Waveney. This partnership and organisation dedicated to making sure that organisations work together for the benefit of our residents, staff and communities is an important step change, helping to create positive differences to local people and joining up health and social care. Job Purpose

 

  • The post holder is responsible for developing and managing safeguarding functions and structures to deliver the ICB statutory safeguarding duties as outlined in Safeguarding Accountability and Assurance Framework (July 2022).

·         To provide assurance that all commissioned health organisations are adhering to the relevant legislation.

·         To support the Executive Director of Nursing and Director for Children, Young People, Maternity and safeguarding to assure the ICB Executive of the safety and effectiveness of the services they have commissioned and that the principles and duties of safeguarding children and adults are holistically, consistently and conscientiously applied to ensure that the wellbeing of those children and adults is at the heart of what we do

·         The postholder will provide strategic clinical advice, direction and leadership regarding adult and children’s safeguarding to the Norfolk and Waveney ICB, supporting individuals and their families who receive healthcare through provided services. 

·         The post holder will manage and develop the ICB safeguarding service to meet the evolving requirements of the ICB in order to support in their statutory duty healthcare commissioning function and the monitoring of contracted providers against local and national safeguarding policy and guidance

·         The postholder will lead on behalf of the Executive Director of Nursing, support to the wider practice population to identify and manage safeguarding issues within their patch.

·         To support the Executive Director of Nursing and the Director for Children, Young People, maternity and Safeguarding to deliver the statutory commissioning assurance functions of NHS Safeguarding as per the agreed timelines with the regional chief nurse. These programmes will include but is not limited to:

·         CP-IS

·         FGM

·         Prevent

·         Working Together

·         Modern Slavery and Human Trafficking

·         Domestic Abuse

·         Liberty Protection Safeguards.

·         The post holder will provide clinical leadership, advice and support to the key professionals for safeguarding within the ICB, provider services, local authorities and multi-agency safeguarding partnerships and forums along with other local, regional and national safeguarding forums.

·         Reporting to the Director for Children, Young People and Maternity and accountable to the Executive Director of Nursing, the postholder will be responsible for the strategic leadersip and development of the ICB safeguarding teams, including the Designated Lead Professionals for Adult, Children, Looked After Children and Transitional Safeguarding

·         The holder of the post will work very closely with safeguarding leads and system partners in the local areas, internal and external managerial colleagues as well as the Norfolk and Waveney ICBs. The holder will also work with internal colleagues to engage with users and public.

·         The holder of the post will be accountable for meeting challenging deadlines in project delivery and reporting to internal and external governance structures ensure that workstreams and programmes are planned and carried out effectively. This will include versight and management of all aspects of the safeguarding budget

Key responsibilities

 

  • To  support system partners to embed the Child Protection Information Sharing (CP-IS) programme across Norfolk and Waveney.
  • Support health partners to ensure information is shared with the local authority designated officer (LADO) where it is considered that a member of health staff poses a risk to children or might have committed a criminal offence against one or more children.
  • Support health partners and the ICB to ensure that where there is an allegation that a person who works in a paid or unpaid capacity, including celebrities and people undertaking charitable duties with adults with care and support needs (people in positions of trust (PiPoTs)),  has abused or neglected an adult, that due process is followed.
  • The post holder will be required to communicate and provide highly complex information to a wide range of internal and external stakeholders.
  • Present highly complex information about projects, initiatives and services to a wide range of stakeholders in a formal setting using.
  • To ensure that value, patient experience, safety and clinical effectiveness are considered as part of the commissioning or decommissioning of services.
  • To contribute to the development of ICB annual plans and strategies.

·         Commit to working collaboratively and engaging constructively with internal and external stakeholders on a range of issues

·         Nurture key relationships and maintain networks internally and externally, including national networks.

  • Communication with internal staff and external agencies to ensure compliance with performance targets, strategic objectives which will involve negotiation and diplomacy.
  • Present project information and issues, explaining complexities, resolve barriers to understanding, to a wide range of internal and external stakeholders that might be hostile or antagonistic

·         Support collaborative working across the STP footprint.

Financial and Physical Resources

  • Ensure that an appropriate strategy is in line with business objectives and is fully cascaded.

·         Provide financial reports to directors and other internal colleagues as required.

·         Provide advice and prepare strategic reports and briefings for directors, other internal colleagues, and stakeholders.

         Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of this responsibility.

 

Information Management

·         Draft comprehensive reports summarising status on issues, appraising outcomes, and providing progress reports.

·         Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project ‘products’.

·         Analyse, interpret and present data to highlight issues, risks and support decision making.

·         Highlight exceptions and risks ensuring mitigating action can be taken to keep the work programme on track.

 

Planning and Organisation

·         As senior work stream lead working internally and externally to deliver projects, initiatives and services to time and in a cost effective way.

·         To operate in a highly political and sensitive environment.

·         To identify opportunities to improve quality and reduce variation in practice across Norfolk and Waveney.

·        Determine the strategic planning of department or directorate projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.

·         Determine short, medium and long term business plans, achieving quality outcomes.

  • Worked as a senior safeguarding professional with a minimum of 2 years experience in a senior safeguarding role

  • Have substantial clinical professional training relating to safeguarding and be currently practising in a senior role in the field of safeguarding
