Job overview

This is a post to support the work of Clinical Procurement. Healthcare professional registration is required so that experience, knowledge and skills can be used to easily connect with clinicians.

The post holder will be a part of the Procurement and Supplies team, offering advice on clinically related consumables, working closely with specialist groups within the hospitals and linking with the commercial sector - Suppliers and their representatives. The aim to recommend and introduce clinical products, that are efficient and effective and promote compliance on such changes.

This post is suited to a problem solver, determined questioner, a juggler of priorities, an interpreter of data as an adjunct to developing a picture and most of all a good communicator. 

Main duties of the job

Supporting the coverage of £220m non-pay spend across the UHL
Trust, ensuring strategies for product and supplier standardisation,
deliver value for money and improved services for procurement
categories.


Reporting to the Clinical Procurement Advisor, the post holder is 
responsible for making the vital link between Clinicians and Procurement.

To enable informed, best value decision making in relation to clinical products, to create and deliver interdepartmental cost control programs and sustainable solutions.


To manage the interface between the clinical and procurement functions and thereby drives change, innovative procurement practice and contract compliance to drive out costs and improve patient care.

Detailed job description and main responsibilities

  • Reporting to the Clinical Procurement Advisor, the post holder is responsible for making the vital link between Clinicians and Procurement. To enable informed, best value decision making in relation to clinical products, to create and deliver interdepartmental cost control programs and sustainable solutions.
  • To manage the interface between the clinical and procurement functions and thereby drives change, innovative procurement practice and contract compliance to drive out costs and improve patient care.
  • To provide clinical support and advice to the procurement team and liaises with colleagues at all levels to ensure compliance in the use of agreed standardised products, ensuring the range of items within catalogues is rationalised to an optimum level.
  • To work collaboratively with Suppliers and Product Evaluation Groups to access and change products to support the delivery of the Trust’s Green Plan and Cost Improvement Plan.

Training and Qualifications

Essential criteria
  • Healthcare related degree
  • Post graduate qualification or extensive equivalent experience
  • Evidence of post registration learning
  • RGN or equivalent clinical qualification
  • Maintenance of clinical registration ensuring in-depth knowledge of clinical skills and experience.
  • Ongoing significant lifelong learning/portfolio (clinical experience and work)
  • Demonstrable experience of assessing and managing risk
Desirable criteria
  • Completion of code of Ethics - Chartered Institute of Procurement & Supply

Analytical and Judgement skills

Essential criteria
  • Experience of evaluation, market and economic analysis.
  • Commercial awareness.
  • Able to analyse, understand and present complex information within the multi professional team.

  • Expert knowledge of complex Clinical treatments to enable post holder to work across several specialities
  • Demonstrable and understanding of f supply chain function.
  • Organisational knowledge
  • A knowledge and experience of Procurement legislation and procedures
  • Specialist knowledge and experience that cover a broad range of procedures / practices and demonstrates local, regional and national knowledge of infection control, health and safety and patient safety
  • Specialist knowledge of medical equipment, medical consumables, and their application .
  • Experience of a range of methods of clinical product evaluations.
  • Ability to critically evaluate updates from suppliers as new products are considered / developed.
  • Understanding of the wider healthcare economy.
  • Organisational knowledge.
  • Experience of planning both short -term and long -term initiatives.
  • Demonstrable project management.
  • Evidence of complex resource management and understanding of financial risk management.
