WWL 0-19 Universal Children’s Services has an exciting opportunity for an experienced Specialist Community Public Health Nurse. This is an exciting opportunity for a SCPHN qualified Health Visitor or School Nurse with substantial post qualification experience to join our leadership team to support Operational and Clinical Leadership. We are looking for an enthusiastic, motivated, organised, hard working public health nurse to help lead our 0-19 integrated teams to deliver a high quality service to families, children and young people in our care. The successful candidate will be required to work as a team with other Team leaders and in Partnership with other Agencies, to lead and implement new processes and pathways, to enable us to innovate and support children and families in new and exciting ways. Our team Leaders are currently piloting co-production working, this role will be to work across the Operational and Clinical leadership team.

This is a part time post - 29 hours per week working flexibly across Monday to Friday. 

An Enhanced DBS with Children’s and Adults' Barred List checks will be obtained during pre-employment checks.

The applicant should have excellent oral and written communication skills and have an ability to work effectively and autonomously. They will need to be able to motivate, educate and promote the team across the integrated skill mix 0-19 team across Wigan as well as work with our wider stakeholders, children, parents and carers.

As a Team Leader with Operational and/or Clinical lead responsibilities you will be supporting the Healthy Child Programme and the Senior Management team.

Duties and Responsibilities

Principle Responsibilities:

  • To work within the 0-19 Leadership team in the assessment of clinical and quality need and delivery of the core business.
  • To utilise management skills dealing with unpredictable working situations; attending management meetings, report writing, risk assessment, clinical quality project work and  developing services, 
  • To lead, motivate, empower and manage staff to identify and initiate quality and service improvements.
  • Provides professional advice to staff and families within the clinical setting. Having skills for assessing and interpreting complex client conditions utilising tools to support the decision making.
  • Ensuring that targets are set, monitored and achieved and services are evaluated in line with best practice.
  • To lead the 0-19 teams in their day to day work with children, young people and families ensuring that at all times the work being undertaken contributes to improving the outcomes for children and young people.
  • To support practice development, ensuring that practice is evidence based and meets the required quality standards.
  • To work with the Operational and Performance Manager and Quality Lead  to support the development of pathways of integrated working with partner agencies.
  • To promote the equal opportunity framework to ensure the development of services that are ethical and culturally sensitive.
  • To ensure that all health data is dealt with sensitively and is utilized according to the data protection act regulations and in accordance with trust policies.

Staff Management:

  • Ensuring that all staff adhere to all WWL policies and procedures.
  • Ensuring that all staff are compliant with Statutory and Mandatory training requirements.
  • Responsible for the recruitment of staff
  • Responsible for risk management reporting and investigation.
  • Response to highly complex, sensitive or contentious information including complaints.
  • Contribute to the induction and co-ordination of new members of staff.
  • Deliver training and education for staff. 
  • Contributing to clinical audits and development of action plans.
  • Support staff dealing with distressing situations including child deaths, safeguarding issues, substance misuse and family breakdown.
  • To attend multiagency meetings and partner meetings to represent the 0-19 Universal Services

 Quality Improvement:

  • To work with staff to facilitate the implementation of the NICE guidelines and evidence based care within the 0-19 team.
  • To identify any support and development required by members of the team, to put supportive/developmental measures in place and review with the member of staff in collaboration with Operational Team Leader.
  • To identify any areas of practice which require improvement and to escalate and work with the Operations and Performance Manager and Quality Lead to put improvement measures in place
  • To manage incidents, ensuring that they are recorded in a timely way on Datix and followed up appropriately.
  • To identify risk with the service and escalate to the Operations and Performance Manager and Quality Lead.

Records Management, Confidentiality and Security of Information:

You are expected to:

  • Adhere to Trust policies and procedures in relation to record keeping processes.
  • Undertake initial record keeping training and maintain standards as per Trust requirements.
  • To undertake action as required to implement and comply with these policies and procedures.
  • Report any non-compliance.
  • Maintain confidentiality in relation to personal data held for colleagues and patients, ensuring it is processed lawfully; for no purpose other than for which it was obtained; is relevant to that purpose; is retained for no longer than is necessary; is processed in accordance with the rights of the subject to access and accuracy; and is protected from accidental loss or damage in accordance with the requirements of the Data Protection Act 1998, and records management guidance
  • Maintain confidentiality of patient-identifiable personal data using a non-identifiable alternative, where practicable, and limiting access on a strictly need to know basis in accordance with the responsibilities of the Trust’s Caldicott Guardian

          Codes of Conduct and Accountability:

  • You are required to comply with relevant NHS codes of conduct and accountability, and professional codes of conduct appropriate to this role.
  • You are responsible for ensuring you maintain NMC registration, undergoing re validation when required.
  • You are required to take responsibility for your own development including ensuring you attend all statutory and mandatory training, maintaining personal development records and taking an active role within personal development processes.
  • You are required to maintain your awareness of Trust policies and procedures and apply these as applicable to the tasks and duties of your role
