Job overview

The Integrated Care Board (ICB) is recruiting a Designated Nurse Children in Care and Care Leavers to support the delivery of the statutory ICB responsibilities. This role will be supported by the ICB Safeguarding Team in general but in particular a Designated Dr Children in Care and a Deputy Designated Nurse.

In the supporting evidence of your application form, you must demonstrate your experiences by giving specific examples for the criteria within the person specification.

The postholder will advise on children in care and care leavers workstreams and their safeguarding arrangements in the Integrated Care System, working closely with other colleagues in the Integrated Care Board. This is to ensure that this set of children and young people are considered in strategic planning, clinical leadership, innovation, development, and the delivery of services to improve the health and wellbeing of the population living in BNSSG.

Main duties of the job

This role will work closely with the Children in Care health provider to ensure that Children in Care and Care Leaver’s health needs are being assessed, reviewed and mostly importantly met to prevent further harm. This requires a collaborative approach with the local authority system partners also to drive improvements and process together.

Due to hybrid working, applicants are invited from all areas, with an understanding that the successful candidate will be required in the office at least once a week for team office days and to attend Corporate Parenting Boards in person. Interviews are scheduled for Friday 11th October in Bristol.

The contracted work base for this post is located at Temple Street, Bristol.  The ICB supports hybrid working  however in order to deliver the functions of the services, flexibility and agility are required by the post holder to deliver all aspects of this role. Therefore the post holder must be able to commit to being available to meet in person at short notice. This may include a variety of locations such as  being in the office, in the BNSSG locality  or out of area to support the delivery of the requirements of the role and ICB. The ICB retains the right to request that staff work from any ICB approved location during their contracted hours within the BNSSG ICB locality at the manager’s discretion

Knowledge, Training and Experience

Essential criteria
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • RN/RHV/RMW/RSC N/Specialist Community Practitioner.
  • Extensive knowledge of relevant national policies and implications for practice relating CHILDREN IN CARE and Care Leavers to safeguarding children.
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
  • Experience of leading and managing change in service developments.
  • Knowledge and application of legal frameworks including court attendance, particularly related to Adoptions, Placements and |Fostering arrangements and care orders.
  • Should have an appreciation of the relationship between the Department of Health, NHSE, the CCG and individual provider and commissioning organisations.
  • Experience in undertaking health investigations for a section 42 enquiry, organisational safeguarding and whole home investigations.
  • Experience of child reviews and associated investigations
  • Significant experience of working in a relevant health child safeguarding related post, for example Named Nurse for Child Safeguarding or CHILDREN IN CARE .
  • Experience in transforming data into meaningful and presentable form.
  • Experience in building and maintaining working relationships to a senior level.
  • Experience in line managing staff and other leadership roles.
  • Detailed understanding of CHILDREN IN CARE AND CL safeguarding children legislation and policy and interagency child protection policy and practice, and Safeguarding.
  • Have experience of preparing and presenting written briefings at senior management level which may be contentious or highly sensitive in nature.
  • Provide professional judgement and analytical skills – for complex facts or situations requiring analysis, interpretation comparison of a range of options.

  • Experience and understanding of clinical governance, audit, and evidence -based practice.

  • Excellent time management skills with the ability to re - prioritise.
Desirable criteria
  • Strong CPD ethos which will review research in the area of child adult safeguarding and advise the ICB and system accordingly.

  • Evidence of planning and delivering programmes and projects and services on time
  • Skills for supporting project management through strong organisation

Management Skills

Essential criteria
  • Experience of managing staff/teams.
Desirable criteria
  • Experience of managing budgets, involved in budget setting, and working knowledge of financial processes.

Physical Skills

Essential criteria
  • Working knowledge of Microsoft Office with intermediate keyboard skills.

Autonomy

Essential criteria
  • Ability to work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales.
Desirable criteria
  • Interpreting national policy for implementation.
